If you want to leave feedback just click on the number where it says "Trader Rating:" under their screenname, or go to their public profile:

Under the "Additional Information" part at the bottom of the screen you can click on the number next to "Trader Rating:" and it will bring you to the trader information and feedback screen:

And then you can click on "Submit Feedback for _________" and leave feedback for the member.
This is my first time using this system as well, so I figured since I just figured it out I'd share with you. Also, it only allows you a couple feedback per day, as I found out, so don't wait to leave feedback for lots of people all at the same time
