Never recived the product I bought and have not yet been paid back.

i paid $20 for a leather wrapped shifter ball shipped to me. when i received the package it was empty. the seller did not properly secure the item in the package. the failed to remove the plastic strip that covers the adhesive part of the package. so when they folded the end of the package it did not adhere to the other end of the package because the plastic strip was still covering the adhesive.
so,
1. it fell out during shipping.(USPS has not found it and it has been almost two months).
2. he never even mailed it to me ( i don't think a scam-er would bother mailing a empty package tho????)
i have tried to contact the seller asking for my money back because i should not have to pay for a part that i have not received. i also should not have to pay for his losses, because he did not seal the package properly.
but of course the seller will not return any of my attempts to contact him.
so,
